The context of the book of Romans chapter 1 and chapter 2 is often looked at in the wrong way. The book of Romans context is the whole book, and further context is all of Paul’s writings.

Let me give you an analogy to Romans Chapter 1 and chapter 2:

Romans chapter 1 and 2is like you taking a flight across the Pacific Ocean. When you get out in the middle of the ocean the stewardess comes back and she says, “both engines are out of the plane, and the pilots are both dead.” “The plane is going down!” She runs back to the cockpit and begins hysterically crying. The plane begins a drastic dissent and everybody on the plane is preparing for certain death. Then Romans chapter 3:21 happens. The flight attendant runs back and tells everyone, “no worries Superman has swooped in and has lifted the plane, and is gliding us to a perfect landing. Everyone on board the plane begins to cheer, because without Superman the whole plane would be doomed.
